The First Interstate Tower soars above downtown Billings, but isn't quite tall enough to be visible outside of town! This is the largest building in Montana, rising 20 stories above the ground. Not exactly a true skyscraper I guess, but it is noticeable in Billings. For some odd reason, the First Interstate Tower is located a bit from the downtown area.  Billings
