This picture was taken about 1 mile up the trail, where the Highline Trail is quite close to the Going to the Sun Road. The Highline Trail threads through the "pass" between the flat top mountain you see (Haystack Butte) and the Continental Divide (where the clouds are streaming down from). And the closer you get to this "pass", the lower the Sun Road is beneath your feet.
